Hovhannes Abrahamyan is a Master of International Relations graduated from Yerevan State University in 2013.

Since 2011, he started his work career at the Ministry of Energy and Natural Resources of the Republic of Armenia as a Specialist, then Chief Specialist of the External Relations Department.

Since 2019 up to now, Hovhannes Abrahamyan holds the position of the Head of Regional Energy Markets Development Division of the Energy Department of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia.

Since 2024 up to now, Hovhannes Abrahamyan holds the position of the Acting Head of the Energy Department of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia.

He is a member of a number of international committees and working groups within the framework of bilateral cooperation with different countries in the energy sector, as well as within the framework of cooperation between CIS, EAEU countries, the EU, and the UN.

I am an energy expert at the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia. My work is primarily focused on issues related to the development of new nuclear power capacity in Armenia, energy policy, and international cooperation in the energy sector.

Before joining the Ministry, I worked as a senior researcher at the National Science Laboratory (AANL), where I was involved in particle physics research and scientific project activities. I also worked as a university teaching assistant in atomic and molecular physics, conducting laboratory work and supporting undergraduate education.

In addition to my scientific background, I have experience in science management and international cooperation initiatives. I completed an internship at the International Atomic Energy Agency (IAEA), which strengthened my expertise in nuclear energy policy and international collaboration.

My academic background is in nuclear reactor physics, and I also hold training in data analytics and programming. I am particularly interested in electricity market reforms, energy security, and the role of nuclear energy in sustainable development.

I actively participate in international workshops and professional exchanges focused on nuclear energy and energy security. My professional interests include sustainable energy development, regional energy cooperation, and the integration of advanced nuclear technologies into national energy strategies.

I am passionate about bridging scientific expertise and public policy to support long term energy resilience and innovation in Armenia.

My name Is Levon Hovhannisyan. 

I’m working for Armenian Nuclear Regulatory Authority (ANRA) as a Head of Nuclear Safety Department. 

I’m a nuclear engineer with 22 years of experience in the field of nuclear regulatory control. Experience in the field of safety review and assessment, regulatory inspections, licensing activities and drafting of regulatory documents was gained during the work as a state inspector of ANRA for 16 years and on analysis of technological systems of nuclear power plants of Nuclear and Radiation Safety Center (technical support organization of ANRA) about 6 years. 

Significant experience was gained during licensing activities of plant modifications, that particularly covers: reactor control and protection systems, neutron flux monitoring system, remote shutdown panel, post-accident monitoring system, emergency core cooling system, spray system, gas removal system, diesel generators, emergency power supply system - AC power supply, DC power supply, etc.). 

In addition, significant experience was collected in the field of development of regulatory requirements and guides (requirements on content of safety analysis report for Unit 2 of Armenian NPP, lifetime extension requirements for Unit 2 of Armenian NPP, authorization guide for safety relevant activities, inspection guide, modification guide, etc.).  

Working at Technical support organization (TSO) of regulatory body allows us to collect knowledge and practical skills in safety assessment, particularly in the field of PSA and system analysis. I’m also active member of an intergovernmental working group for deployment of new nuclear power plant in Armenia as well as SMR’s.

Jala Atakishiyeva is a Senior Advisor in the Heat Energy Sector of the Electricity and Heat Energy Department at the . In her current role, she contributes to energy sector development initiatives and supports activities related to heat and power systems, with a growing focus on nuclear energy and advanced technologies, including Small Modular Reactors (SMRs), considered in Azerbaijan’s long-term energy strategy.

She holds a Bachelor’s degree in Physics and a Master’s degree in Radiation Materials Science from Baku State University. She is currently pursuing doctoral studies at the Institute of Physics of the Azerbaijan National Academy of Sciences.

In 2019, Ms. Atakishiyeva worked as a Senior Engineer at the National Nuclear Research Center of Azerbaijan, where she was involved in nuclear reactor-related research. She later continued her research in Slovenia at the TRIGA Mark II research reactor, focusing on radiation effects on boron carbide (B4C) nanomaterials used in reactor control systems.

She subsequently worked at a Secondary Standard Dosimetry Laboratory (SSDL) equipped with a Cs-137 gamma radiation source, where she served as a standards custodian. Her responsibilities included dosimeter calibration, radiation measurements, and metrological procedures in radiation safety and dosimetry.

Ms. Atakishiyeva is committed to further developing her expertise in radiation science, dosimetry, and applied nuclear technologies, and aims to contribute to the advancement of Azerbaijan’s capabilities in radiation protection and energy-related applications.

Parvin Bayramova currently serves as Deputy Director of the International Cooperation Department at the Ministry of Energy of the Republic of Azerbaijan and is a professional in the field of energy diplomacy.

She is responsible for leading and developing bilateral and multilateral energy cooperation with governments, international organizations, and strategic partners. Her work focuses on the policy development and establishment of legal and institutional frameworks in the fields of energy security, conventional, green and clean energy, and regional connectivities.

Throughout her career, she has successfully contributed to the preparation and negotiation of more than 50 international agreements, particularly with the EU, International Atomic Energy Agency, and on energy connectivities.

She is directly involved in establishing several energy connectivities of strategic importance for regional and European energy security. These include the Azerbaijan–Georgia–Romania–Hungary Green Energy Corridor across the Caspian Sea and Black Sea to Europe; the Azerbaijan–Georgia–Türkiye–Bulgaria Green Electricity Transmission and Trade Corridor; the Central Asia–Azerbaijan–Europe Green Energy Corridor; and the Azerbaijan–Türkiye electricity connectivity.

She has also led and coordinated the organization of numerous high-level international energy events and ministerial platforms, including meetings of the Southern Gas Corridor Advisory Council, the Green Energy Advisory Council, Baku Energy Forum, the Azerbaijan–Türkiye Energy Forum, and OPEC/non-OPEC ministerial meetings, as well as intergovernmental commissions between Azerbaijan and the United Kingdom, Italy, Greece, Albania, Ukraine, Vietnam, and Kazakhstan, along with 15 working groups with different countries.

In addition, she served as the Head of the Coordination Team for COP29 at the Ministry of Energy, overseeing coordination and organizational matters related to Azerbaijan’s hosting of the conference.

Prior to her current position, she served as Deputy Director of the Economy and Innovation Department of the Ministry of Energy of the Republic of Azerbaijan from 2016 to 2018 and previously worked as Adviser at the International Cooperation Department from 2015 to 2016.

She holds a Master’s degree in International Relations with a specialization in energy security from Qafqaz University and a Bachelor’s degree in International Relations and International Law from Baku State University.

She has actively participated in numerous international conferences, professional seminars, and training programs focused on energy diplomacy, energy security, and sustainable development. Her academic research focuses on geopolitical competitiveness in export routes for Caspian natural gas reserves and cybersecurity as an emerging dimension of international security.

I am Matanat Gahramanova, and I have been working since 2009 as the Head of the Nuclear and Radiation Safety Expertise Department at the State Agency for the Regulation of Nuclear and Radiological Activities of the Republic of Azerbaijan.

My professional activities include expert assessment of radiation safety in nuclear and radiological facilities, evaluation of designs involving ionizing radiation sources, as well as reviewing radiation protection programs and radiation safety instructions and procedures.

I am actively involved in the development and implementation of training and educational programs in the field of nuclear and radiation safety. I contribute to the preparation of training materials aimed at raising public awareness of radiation, nuclear safety, and nuclear security culture, and I regularly serve as an expert in relevant training sessions.

In addition, I am a member of the Working Group established under the Memorandum of Understanding signed on 13 November 2024 between the Ministry of Energy of the Republic of Azerbaijan and the International Atomic Energy Agency (IAEA) on energy planning in the context of the Paris Agreement. Based on the relevant directives of the Cabinet of Ministers of the Republic of Azerbaijan, this Working Group was formed to support the country’s transition to clean energy, strengthen its “green energy” policy, and facilitate joint research and projects on the development of nuclear energy.

I have also participated in the Small Modular Reactor School: Interregional Workshop on Key Aspects of SMR Development and Deployment, where I engaged with international experts on current trends and challenges in small modular reactor technology.

Overall, my work is focused on strengthening nuclear and radiation safety standards, improving training infrastructure, and promoting international cooperation in the safe and secure use of nuclear technologies.

Petar Manchev is a Bulgaria-based energy and finance professional committed to advancing nuclear energy as a foundation for sustainable, secure and competitive power systems. He is a Member of the Management Board of BULATOM, where he supports the Bulgarian Atomic Forum’s mission to promote informed public understanding of nuclear energy and to protect the interests of Bulgaria’s nuclear industry domestically and internationally. His work reflects a strong belief that Bulgaria’s long record of safe and efficient nuclear operation should be built upon through the development of new nuclear capacity.  

Petar is also a Chairman of the Board of Directors at GCR, a Sofia-based engineering consulting firm, where he advises on business development strategy, project financing, and provides strategic project management support to a team of more than 40 engineers and technical consultants. Earlier in his career, he worked as a Senior Consultant at Strategic Decisions Group in Palo Alto, advising clients in capital-intensive industries and government organizations on strategy, risk, infrastructure project analysis, macroeconomic policy, and real option valuation. He also held roles at the International Monetary Fund, and the Federal Reserve Board and Bulgarian engineering firm Risk Engineering Ltd.  

Petar holds an MS in Management Science and Engineering from Stanford University, an MSc in Applicable Mathematics from the London School of Economics, and a BS in Physics and Economics from the University of Richmond. I am an Associate with the Service for Energy Efficiency and New Technologies at the Croatian Ministry of Economy. I am working on hashing out the action plan for developing civilian nuclear energy in Croatia. Previously, I worked as a science policy intern with the Royal Society in London, UK, on their environmental sustainability and energy systems projects, and as a research assistant in ion beam and fusion materials research.  

I studied physics at the University of Zagreb, where I obtained my integrated master’s degree with a thesis on ion beam analyses of nuclear fusion dust particles in 2017. I defended my PhD thesis at the University of Oxford in February 2026, with a thesis on micromechanical investigations of MAX phase ceramics at high temperatures and under different radiation conditions for next gen nuclear applications.

Dr. Arman Miniyazov is Deputy Director of the Institute of Atomic Energy of the National Nuclear Center of the Republic of Kazakhstan. He has more than 16 years of professional experience in nuclear energy, reactor materials science, hydrogen energy technologies, plasma-facing materials, and research project management. In his current role, Dr. Miniyazov is involved in the coordination and implementation of scientific and technological activities of the Institute, including research programs related to nuclear and thermonuclear energy, hydrogen production and storage technologies, advanced materials, and international scientific cooperation.  

Prior to his current position, Dr. Miniyazov held several scientific and engineering positions at the Institute of Atomic Energy, including engineer, researcher, laboratory head and Director of the Center for Technological Competencies. He has participated in and managed a number of national and international research projects funded by the Ministry of Energy and the Ministry of Science and Higher Education of the Republic of Kazakhstan.  

Dr. Miniyazov has significant international training and teaching experience. He has served as a coordinator and lecturer for Kazakhstan–Japan follow-up training courses on reactor technologies under cooperation between the National Nuclear Center of Kazakhstan and the Japan Atomic Energy Agency. In 2023, he was invited as a lecturer to the Japan Atomic Energy Agency in Tokai, Japan, where he delivered lectures on reactor technologies and materials science. He has also completed international training programs in nuclear energy management, nuclear human resource development, global security, and materials research. 

Dr. Miniyazov received his bachelor’s degree in technical physics from D. Serikbayev East Kazakhstan State Technical University in 2009 and his master’s degree in physics from the same university in 2011. In 2022, he completed doctoral studies in technical physics at Shakarim University of Semey and, in 2024, successfully defended his dissertation and received the PhD degree in technical physics. He is the co-author of more than 100 scientific publications, including articles indexed in Scopus and Web of Science, and holds 13 national patents.

Dardan Bujupi, an Albanian from Kosovo lawyer based in Prishtina, working at the intersection of energy policy and law in one of Europe's most carbon-intensive electricity systems.

I currently serve at Kosovo's , where I contribute to shaping the country's energy transition, a particularly consequential moment given Kosovo's near-total reliance on lignite coal and its growing interest in diversifying toward cleaner, firmer sources of power.

I joined the Ministry after completing an LL.M. in energy law at the Technical University of Berlin (2023–2024) as a Young Cell Scheme scholar, where I focused on regulatory frameworks for energy markets in transition.

My path into the sector began earlier, at the Institute for Social Policy "Musine Kokalari," where I spent two years as a project manager and co-authored research on the health externalities of coal-based energy and the social impact of hydropower development in Kosovo. That work made the human stakes of energy policy concrete for me and convinced me that legal expertise is where I can contribute most.

Outside the office, I co-founded and guide Kosovo Hiking Club, now one of the country's largest, bringing roughly 100 people into the mountains every Sunday. Before that, and somewhat less conventionally, I ran a small goat farm and made what I still believe was some of Kosovo's finest goat cheese.

I am attending this conference to deepen my understanding of nuclear energy's role in Europe's decarbonization pathway and to connect with peers shaping it.

I currently serve as a senior officer for energy efficiency policies within the Ministry of Economy of the Republic of Kosovo.

In this role, I am involved in the development, coordination, and monitoring of energy efficiency policies and legislation, with a particular focus on aligning Kosovo’s energy sector with the EU acquis and broader sustainability objectives. My responsibilities include contributing to the drafting and implementation of strategic and legal frameworks related to energy efficiency, renewable energy, and decarbonization, as well as coordinating with national and international stakeholders on energy transition initiatives and donor-supported projects.

I am also engaged in policy coordination related to market reforms, climate and energy integration processes, and regional cooperation initiatives within the Western Balkans.

In addition to my institutional role, I serve as the National Coordinator for Kosovo within the ODYSSEE-MURE project, supporting data collection, monitoring, and analysis of energy efficiency indicators and policies at the European level. My professional interests focus on sustainability, energy governance, innovation, and the socio-economic dimensions of the energy transition.

Prior to my current position, I worked as a research assistant on projects related to environmental and energy policy, with a particular focus on critical raw materials (CRMs), energy transition governance, and sustainability challenges in the European periphery, including the Western Balkans. My work involved research support, policy analysis, stakeholder engagement, and public communication initiatives related to energy and environmental governance.

I also completed internships at the Embassy of the United States in Kosovo and the Office of the Prime Minister of the Republic of Kosovo, where I gained experience in public administration, institutional coordination, and policy-related processes.

Additionally, I have experience working with Geographic Information Systems (GIS) through internships focused on geospatial technologies, spatial data, and digital mapping. As part of this work, I helped organize a geospatial technology summer school, workshops, and public events that promoted digital innovation and interdisciplinary collaboration.

Academically, I hold a master’s degree in Environmental Sciences and Policy from Central European University (CEU). My master’s thesis focused on Poland’s Energy Transition: Nuclear Energy, Security, and Environmental Implications, examining the role of nuclear energy within broader decarbonization and energy security strategies.

My academic and professional interests are particularly centered on energy transition pathways, regional energy cooperation, sustainability governance, and the policy implications of emerging energy technologies in achieving long-term climate and energy objectives.

Trim Ternava is the Chief Executive Officer of KOSTT, the Transmission, System and Market Operator of Kosovo. In his current role, he is responsible for the overall management and strategic development of Kosovo’s electricity transmission system, system operations,  

electricity market development, regional market integration, and the integration of renewable energy sources into the power system. His work focuses on strengthening energy security, advancing market reforms, supporting grid modernization, and facilitating the energy transition in line with regional and European energy objectives. 

Prior to joining KOSTT, Mr. Ternava held executive and technical leadership positions in the private energy sector, including serving as Chief Executive Officer and project director for companies involved in the development and implementation of energy projects across the Western Balkans. He also worked for a battery energy storage company in Houston, United States, gaining experience in energy storage technologies, electricity markets, and grid integration solutions. Throughout his professional career, he has worked on energy project development, electricity market issues, grid connection studies, energy policy advisory, and investment facilitation for energy infrastructure projects. He has also contributed as a consultant, trainer, and advisor for various companies, universities, and international organizations on topics related to power systems, electricity markets, energy policy and market integration. 

In addition to his professional engagements, Mr. Ternava has participated in regional and international energy initiatives and policy discussions focused on energy security, power sector reform, and clean energy development. 

Mr. Ternava holds a bachelor's degree in electrical engineering from University of Prishtina and a Master of Science in Energy Economics from Rice University, Houston where he studied as a Fulbright Scholar.

Jonas Kimontas is the Head of the Project Management Department at Altra (Ignalina Nuclear Power Plant), where he leads one of Europe’s most complex nuclear decommissioning programs. In this role, he is responsible for overseeing multiple project portfolios and active projects focused on nuclear facility decommissioning, radioactive waste management, infrastructure development, and the digitalization of project management processes. He plays a key role in ensuring effective governance, risk management, and stakeholder coordination across national and international partners, contributing to the long-term transformation of Lithuania’s nuclear energy sector.

With more than 15 years of professional experience in the energy, infrastructure, and investment sectors, Jonas has a strong track record in strategic planning, project execution, and investment management. Prior to his current position, he held senior roles in both public and private organizations, including leadership positions in district heating, national infrastructure, investment fund management, and energy companies. Prior to his current role, Mr. Stavinschi served as Main Consultant at the State Chancellery of the Republic of Moldova, where he supported inter-ministerial coordination and contributed to public administration reform reporting in the context of Moldova's EU accession process. My professional activity is focused on supporting Moldova’s energy security objectives and advancing the country’s alignment with the European Union energy and climate acquis. I am involved in initiatives concerning renewable energy integration, alternative fuels infrastructure, green mobility, hydrogen development, battery energy storage systems, and long-term energy planning. I have also contributed to policy discussions and analytical work related to Moldova’s Energy Strategy 2050, energy efficiency measures, and the modernization of the national energy sector in line with the European Green Deal objectives.  

In addition to my governmental responsibilities, I participate in regional and international cooperation platforms, workshops, and technical dialogues organized with European institutions and international partners, including activities within the Energy Community framework. Dalibor S. Arbutina was born on February 19, 1978 in Varaždin, Republic of Croatia, where he attended elementary school. He finished "Petar Drapšin" Secondary Technical School in Belgrade, majoring in Mechanical Engineering, which he graduated in 1996. He graduated from the Faculty of Mechanical Engineering at the University of Belgrade in 2006, in the group of Mechanical Constructions and Mechanization (defended thesis on: Identification of the load of the rotating platform of the rotary excavator) and obtains the title of Graduated Mechanical Engineer - Master (M.Sc.). In 2014, he completed his master's academic studies at the Faculty of Geography, University of Belgrade, in the Geospatial Foundations of the Environment group (defended master's thesis on the topic: Geoecological importance of Vinča in the disposal of radioactive waste) and obtained the title of Master geographer (M.Sc.).  

From 2006 to 2009, he was employed at AD Occupational Safety and Environmental Protection "Belgrade", first at the position of Independent Professional Associate, and then at the position of Head of the Quality System Department.  

Since 2009, he has been employed at the Public Company "Nuclear Facilities of Serbia", first in the position of Coordinator of the Integrated Quality Management System/Head of the System Support Function, and by the Decision of the Government of Serbia on the appointment of 28.02.2014. and from 28.08.2014. Acting Director of the Public Company "Nuclear Facilities of Serbia".  

Since the establishment of the employment relationship in the Public Company "Nuclear facilities of Serbia" (PCNFS) he has been in the position of Coordinator of the integral quality management system. In that capacity, I worked on the development, implementation, and improvement of the legally required integral quality management system (QMS) for nuclear facilities. During the repackaging and transportation of spent nuclear fuel from Vinča to the country of origin, Russia, he managed the control of ISMK and participated in the preparation of documentation and the work of the Control Center for action in the event of a transport accident. The development and implementation of the quality system in JP took place in cooperation and under the supervision of the International Atomic Energy Agency from Vienna, with whose experts he collaborated on this task.  He has been a member of the Serbian Chamber of Engineers since 2009:  

- License of the responsible designer of transport means, warehouses and machine constructions and technology. 

- License of the responsible contractor of the designer of transport means, warehouses and mechanical constructions and technology.  

Passed professional exam for occupational health and safety.  

He is a member of INENS (International Network of Emerging Nuclear Specialists).  

He is a member of BENA (Balkan Environmental Association).  

The Chief Scientific Investigator on research agreement under CRP-Development of Nuclear Security Culture Enhancement Solutions (NSCES).  

In 2016, the candidate completed The World Institute for Nuclear Security Academy and obtained the title of Certified Nuclear Security Professional (CNSP).  

He is the author of many scientific papers in international journals and a number of papers at conferences organized by the International Atomic Energy Agency (IAEA).

He currently leads commercial activities in the energy, mining/minerals, and finance sectors, while also overseeing operations related to partner post Azerbaijan. Throughout his career, he has played a key role in advancing U.S. trade, investment, and strategic commercial engagement across the region.

Before joining the U.S. Commercial Service, Mr. Cetinkaya spent 11 years in the private sector in mining, metallurgy, infrastructure construction, and telecommunications. His previous positions included Deputy Director of the Ankara Liaison Office of NEC Corporation, and Deputy General Manager of Endam Engineering/Endem Construction Companies, where he managed major construction and industrial projects and represented international firms, including U.S. companies.

He has also contributed to initiatives aimed at strengthening Türkiye’s domestic nuclear infrastructure and industrial capabilities. 

At TÜNAŞ, he has participated in analytical studies, SMR technology assessments, and the development of strategic decision-support platforms for reactor technology evaluation. Born in 1981 in Balıkesir, Türkiye, Salih Sarı graduated from Hacettepe University’s Nuclear Energy Engineering Department with a bachelor’s degree in 2006 and a master’s degree in 2008. He is currently pursuing his PhD in the same department, focusing on the optimization of the recycling of spent nuclear fuel. 

He began his academic career at Hacettepe University as a project researcher, followed by a Research assistant position at TOBB University of Economics and Technology. He has published numerous international papers on computational fluid dynamics and thermal-hydraulic analysis of two-phase flows related to nuclear reactor and fuel technologies. He has also attended international certificate programs on nuclear power plant project financing, financial modeling, power purchase agreements, contract structures, and nuclear energy management. 

In 2008, he worked in the private sector as an R&D specialist in hydroelectric power plant turbine design. In 2009, he transitioned to public service as a nuclear engineer responsible for licensing nuclear facilities at the Turkish Atomic Energy Authority (TAEK). 

With the start of the Akkuyu Nuclear Power Plant project in 2010, he has served in various roles at the Ministry of Energy and Natural Resources, including engineer, assistant expert, expert, department head, and acting general manager. He chaired the Localization Committee of the Akkuyu Nuclear Power Plant. He has represented Türkiye as a speaker at numerous events organized by the International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency of the Organization for Economic Co-operation and Development (OECD). He actively participates as an instructor on topics such as fuel cycle management, nuclear industry development, human resource planning, small modular reactors, and project financing for countries planning to build nuclear power plants for the first time. Additionally, he represents Türkiye as a member of the technical committees of the IAEA. 

His responsibilities at the Ministry of Energy and Natural Resources include: 

• Preparing and monitoring Türkiye’s nuclear energy policies and strategies. 

• Conducting technical and commercial feasibility studies for nuclear power plant  

projects, negotiating agreements, and drafting contract texts. 

• Coordinating between public institutions, private sector, and academia in the implementation of nuclear power plants and related facility projects. 

• Developing technology selection, business models, and legal infrastructure for small  

modular reactor projects. 

• Coordinating activities aimed at developing and strengthening Türkiye’s nuclear  

infrastructure and ecosystem, including nuclear industry and human resources. 

• Developing legal frameworks for radioactive waste management and decommissioning special accounts and providing secretariat services to the Accounts Management Board. 

• Promoting international cooperation in the field of nuclear energy and increasing public awareness and information dissemination. 

 

On June 16, 2025, by ministerial approval No. 334279, he was appointed as Deputy General Manager of Nuclear Energy and International Projects.

Before joining TÜNAŞ, Dr. Yamaç held several high-level leadership positions within the Ministry of Energy and Natural Resources of Türkiye. In 2011, he was appointed as the founding Head of the Nuclear Energy Project Implementation Department, and from 2015 to 2018, he served as Deputy Undersecretary responsible for nuclear energy projects. In 2018, he became the first Director General of the General Directorate of Nuclear Energy. He further contributed his regulatory expertise as the Vice Chairman of the Board of the Nuclear Regulatory Authority between 2019 and 2021.

Dr. Yamaç holds a PhD from Hacettepe University, with a doctoral thesis focused on Nuclear Safety Culture. He earned his Master’s degree in Management Science from the University of Exeter. His extensive training includes advanced leadership and nuclear management programs at the International Atomic Energy Agency (IAEA) in Vienna and Argonne National Laboratory in the USA.

He is the author of "Half a Century Journey of Türkiye for Nuclear Power Plant" and is a recognized authority on national nuclear policy.

Anna Gorashchenkova is a nuclear energy and international cooperation expert with more than 20 years of experience in the Ukrainian public sector, specializing in nuclear safety, international cooperation, European integration, and implementation of international technical assistance projects.  

Since 2024, she has been serving as Senior Expert on Nuclear Safety, Recovery and Reform Support Team at the Ministry of Energy of Ukraine within the Ukraine Recovery and Reform Architecture (URA), supported by the EBRD Ukraine MDA. In this role, she is responsible for activities related to the preparation for the deployment of Small Modular Reactors (SMRs) in Ukraine, as well as strengthening and development of the Ukrainian nuclear energy sector.  

Previously, Ms. Gorashchenkova worked at the State Nuclear Regulatory Inspectorate of Ukraine for more than 20 years, including as Head of the Division for International Cooperation and European Integration.
