Hovhannes Abrahamyan is a Master of International Relations graduated from Yerevan State University in 2013.
Since 2011, he started his work career at the Ministry of Energy and Natural Resources of the Republic of Armenia as a Specialist, then Chief Specialist of the External Relations Department.
Since 2019 up to now, Hovhannes Abrahamyan holds the position of the Head of Regional Energy Markets Development Division of the Energy Department of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia.
Since 2024 up to now, Hovhannes Abrahamyan holds the position of the Acting Head of the Energy Department of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia.
He is a member of a number of international committees and working groups within the framework of bilateral cooperation with different countries in the energy sector, as well as within the framework of cooperation between CIS, EAEU countries, the EU, and the UN.

Jala Atakishiyeva is a Senior Advisor in the Heat Energy Sector of the Electricity and Heat Energy Department at the . In her current role, she contributes to energy sector development initiatives and supports activities related to heat and power systems, with a growing focus on nuclear energy and advanced technologies, including Small Modular Reactors (SMRs), considered in Azerbaijan’s long-term energy strategy.
She holds a Bachelor’s degree in Physics and a Master’s degree in Radiation Materials Science from Baku State University. She is currently pursuing doctoral studies at the Institute of Physics of the Azerbaijan National Academy of Sciences.
In 2019, Ms. Atakishiyeva worked as a Senior Engineer at the National Nuclear Research Center of Azerbaijan, where she was involved in nuclear reactor-related research. She later continued her research in Slovenia at the TRIGA Mark II research reactor, focusing on radiation effects on boron carbide (B4C) nanomaterials used in reactor control systems.
She subsequently worked at a Secondary Standard Dosimetry Laboratory (SSDL) equipped with a Cs-137 gamma radiation source, where she served as a standards custodian. Her responsibilities included dosimeter calibration, radiation measurements, and metrological procedures in radiation safety and dosimetry.
Ms. Atakishiyeva is committed to further developing her expertise in radiation science, dosimetry, and applied nuclear technologies, and aims to contribute to the advancement of Azerbaijan’s capabilities in radiation protection and energy-related applications.

Parvin Bayramova currently serves as Deputy Director of the International Cooperation Department at the Ministry of Energy of the Republic of Azerbaijan and is a professional in the field of energy diplomacy.
She is responsible for leading and developing bilateral and multilateral energy cooperation with governments, international organizations, and strategic partners. Her work focuses on the policy development and establishment of legal and institutional frameworks in the fields of energy security, conventional, green and clean energy, and regional connectivities.
Throughout her career, she has successfully contributed to the preparation and negotiation of more than 50 international agreements, particularly with the EU, International Atomic Energy Agency, and on energy connectivities.
She is directly involved in establishing several energy connectivities of strategic importance for regional and European energy security. These include the Azerbaijan–Georgia–Romania–Hungary Green Energy Corridor across the Caspian Sea and Black Sea to Europe; the Azerbaijan–Georgia–Türkiye–Bulgaria Green Electricity Transmission and Trade Corridor; the Central Asia–Azerbaijan–Europe Green Energy Corridor; and the Azerbaijan–Türkiye electricity connectivity.
She has also led and coordinated the organization of numerous high-level international energy events and ministerial platforms, including meetings of the Southern Gas Corridor Advisory Council, the Green Energy Advisory Council, Baku Energy Forum, the Azerbaijan–Türkiye Energy Forum, and OPEC/non-OPEC ministerial meetings, as well as intergovernmental commissions between Azerbaijan and the United Kingdom, Italy, Greece, Albania, Ukraine, Vietnam, and Kazakhstan, along with 15 working groups with different countries.
In addition, she served as the Head of the Coordination Team for COP29 at the Ministry of Energy, overseeing coordination and organizational matters related to Azerbaijan’s hosting of the conference.
Prior to her current position, she served as Deputy Director of the Economy and Innovation Department of the Ministry of Energy of the Republic of Azerbaijan from 2016 to 2018 and previously worked as Adviser at the International Cooperation Department from 2015 to 2016.
She holds a Master’s degree in International Relations with a specialization in energy security from Qafqaz University and a Bachelor’s degree in International Relations and International Law from Baku State University.
She has actively participated in numerous international conferences, professional seminars, and training programs focused on energy diplomacy, energy security, and sustainable development. Her academic research focuses on geopolitical competitiveness in export routes for Caspian natural gas reserves and cybersecurity as an emerging dimension of international security.

I am an energy expert at the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia. My work is primarily focused on issues related to the development of new nuclear power capacity in Armenia, energy policy, and international cooperation in the energy sector.
Before joining the Ministry, I worked as a senior researcher at the National Science Laboratory (AANL), where I was involved in particle physics research and scientific project activities. I also worked as a university teaching assistant in atomic and molecular physics, conducting laboratory work and supporting undergraduate education.
In addition to my scientific background, I have experience in science management and international cooperation initiatives. I completed an internship at the International Atomic Energy Agency (IAEA), which strengthened my expertise in nuclear energy policy and international collaboration.
My academic background is in nuclear reactor physics, and I also hold training in data analytics and programming. I am particularly interested in electricity market reforms, energy security, and the role of nuclear energy in sustainable development.
I actively participate in international workshops and professional exchanges focused on nuclear energy and energy security. My professional interests include sustainable energy development, regional energy cooperation, and the integration of advanced nuclear technologies into national energy strategies.
I am passionate about bridging scientific expertise and public policy to support long term energy resilience and innovation in Armenia.

Dardan Bujupi, an Albanian from Kosovo lawyer based in Prishtina, working at the intersection of energy policy and law in one of Europe's most carbon-intensive electricity systems.
I currently serve at Kosovo's , where I contribute to shaping the country's energy transition, a particularly consequential moment given Kosovo's near-total reliance on lignite coal and its growing interest in diversifying toward cleaner, firmer sources of power.
I joined the Ministry after completing an LL.M. in energy law at the Technical University of Berlin (2023–2024) as a Young Cell Scheme scholar, where I focused on regulatory frameworks for energy markets in transition.
My path into the sector began earlier, at the Institute for Social Policy "Musine Kokalari," where I spent two years as a project manager and co-authored research on the health externalities of coal-based energy and the social impact of hydropower development in Kosovo. That work made the human stakes of energy policy concrete for me and convinced me that legal expertise is where I can contribute most.
Outside the office, I co-founded and guide Kosovo Hiking Club, now one of the country's largest, bringing roughly 100 people into the mountains every Sunday. Before that, and somewhat less conventionally, I ran a small goat farm and made what I still believe was some of Kosovo's finest goat cheese.
I am attending this conference to deepen my understanding of nuclear energy's role in Europe's decarbonization pathway and to connect with peers shaping it.

Ali Serdar Cetinkaya has served with the U.S. Commercial Service at the U.S. Embassy in Ankara for more than 35 years, supporting U.S. companies pursuing business opportunities in Türkiye.
He currently leads commercial activities in the energy, mining/minerals, and finance sectors, while also overseeing operations related to partner post Azerbaijan. Throughout his career, he has played a key role in advancing U.S. trade, investment, and strategic commercial engagement across the region.
Before joining the U.S. Commercial Service, Mr. Cetinkaya spent 11 years in the private sector in mining, metallurgy, infrastructure construction, and telecommunications. His previous positions included Deputy Director of the Ankara Liaison Office of NEC Corporation, and Deputy General Manager of Endam Engineering/Endem Construction Companies, where he managed major construction and industrial projects and represented international firms, including U.S. companies.
He also worked as a Project Development Engineer at Eti Maden, one of the world’s leading boron producers.
Mr. Cetinkaya holds graduate and undergraduate engineering degrees from Brunel University London and the University of Birmingham, and has received numerous awards from U.S. Government agencies for contributions to U.S.–Türkiye trade.

I am Matanat Gahramanova, and I have been working since 2009 as the Head of the Nuclear and Radiation Safety Expertise Department at the State Agency for the Regulation of Nuclear and Radiological Activities of the Republic of Azerbaijan.
My professional activities include expert assessment of radiation safety in nuclear and radiological facilities, evaluation of designs involving ionizing radiation sources, as well as reviewing radiation protection programs and radiation safety instructions and procedures.
I am actively involved in the development and implementation of training and educational programs in the field of nuclear and radiation safety. I contribute to the preparation of training materials aimed at raising public awareness of radiation, nuclear safety, and nuclear security culture, and I regularly serve as an expert in relevant training sessions.
In addition, I am a member of the Working Group established under the Memorandum of Understanding signed on 13 November 2024 between the Ministry of Energy of the Republic of Azerbaijan and the International Atomic Energy Agency (IAEA) on energy planning in the context of the Paris Agreement. Based on the relevant directives of the Cabinet of Ministers of the Republic of Azerbaijan, this Working Group was formed to support the country’s transition to clean energy, strengthen its “green energy” policy, and facilitate joint research and projects on the development of nuclear energy.
I have also participated in the Small Modular Reactor School: Interregional Workshop on Key Aspects of SMR Development and Deployment, where I engaged with international experts on current trends and challenges in small modular reactor technology.
Overall, my work is focused on strengthening nuclear and radiation safety standards, improving training infrastructure, and promoting international cooperation in the safe and secure use of nuclear technologies.

I currently serve as a senior officer for energy efficiency policies within the Ministry of Economy of the Republic of Kosovo.
In this role, I am involved in the development, coordination, and monitoring of energy efficiency policies and legislation, with a particular focus on aligning Kosovo’s energy sector with the EU acquis and broader sustainability objectives. My responsibilities include contributing to the drafting and implementation of strategic and legal frameworks related to energy efficiency, renewable energy, and decarbonization, as well as coordinating with national and international stakeholders on energy transition initiatives and donor-supported projects.
I am also engaged in policy coordination related to market reforms, climate and energy integration processes, and regional cooperation initiatives within the Western Balkans.
In addition to my institutional role, I serve as the National Coordinator for Kosovo within the ODYSSEE-MURE project, supporting data collection, monitoring, and analysis of energy efficiency indicators and policies at the European level. My professional interests focus on sustainability, energy governance, innovation, and the socio-economic dimensions of the energy transition.
Prior to my current position, I worked as a research assistant on projects related to environmental and energy policy, with a particular focus on critical raw materials (CRMs), energy transition governance, and sustainability challenges in the European periphery, including the Western Balkans. My work involved research support, policy analysis, stakeholder engagement, and public communication initiatives related to energy and environmental governance.
I also completed internships at the Embassy of the United States in Kosovo and the Office of the Prime Minister of the Republic of Kosovo, where I gained experience in public administration, institutional coordination, and policy-related processes.
Additionally, I have experience working with Geographic Information Systems (GIS) through internships focused on geospatial technologies, spatial data, and digital mapping. As part of this work, I helped organize a geospatial technology summer school, workshops, and public events that promoted digital innovation and interdisciplinary collaboration.
Academically, I hold a master’s degree in Environmental Sciences and Policy from Central European University (CEU). My master’s thesis focused on Poland’s Energy Transition: Nuclear Energy, Security, and Environmental Implications, examining the role of nuclear energy within broader decarbonization and energy security strategies.
My academic and professional interests are particularly centered on energy transition pathways, regional energy cooperation, sustainability governance, and the policy implications of emerging energy technologies in achieving long-term climate and energy objectives.

Maksudjon Khudoyberdiev is the Head of the Department for Nuclear Energy Safety at the Atomic Energy Agency under the Cabinet of Ministers of the Republic of Uzbekistan. In his current role, he is responsible for coordinating activities related to nuclear and radiation safety, development of national nuclear infrastructure, implementation of international nuclear safety standards, and support for the safe development of Uzbekistan’s nuclear energy program, including the Integrated Nuclear Power Plant project with VVER technology.
Mr. Khudoyberdiev is actively involved in cooperation with international organizations, including the International Atomic Energy Agency (IAEA), as well as foreign partners in the field of peaceful uses of nuclear energy. His work includes participation in the development of regulatory and strategic documents related to nuclear safety, radioactive waste and spent fuel management, emergency preparedness and response, and sustainability assessment of energy systems.
Prior to his current position, he worked in various specialist and leadership roles within Uzatom related to nuclear and radiation safety, safety regulation, and development of nuclear energy policy.
During his academic studies, Mr. Khudoyberdiev specialized in reactor physics and was engaged in modeling the reactor core of VVER-type nuclear reactors, with a focus on neutron-physical calculations and safety-related analysis.
Mr. Khudoyberdiev is currently pursuing academic research focused on methodologies for information support of energy system sustainability assessment. His professional interests include nuclear safety, energy sustainability, and strategic planning for peaceful nuclear technologies.

Ilia Krasnukha is Deputy Director for International Cooperation at JSC “NNEGC “Energoatom”, the national nuclear power generating company of Ukraine. He has been working in the nuclear energy sector since 2008 and has extensive experience in international cooperation, strategic partnerships, and coordination of international nuclear energy projects.
Mr. Krasnukha holds a Master’s Degree in English Philology and Translation from Kyiv International University and a Master’s Degree in Nuclear Energy from Odesa National Polytechnic University.
Throughout his career at Energoatom, he has worked in the areas of translation and interpretation, analytical support, international cooperation, and management of multilateral and bilateral partnerships. He currently coordinates activities related to international agreements, technical assistance projects, cooperation with international organizations, and strategic nuclear energy initiatives involving international partners and stakeholders. His professional interests include nuclear new build projects, international nuclear cooperation, project implementation, and development of strategic partnerships in the civil nuclear energy sector.

Danylo Lavrenov is a seasoned executive and nuclear energy professional currently serving as the Head of the Office of the Chairman of the Board at JSC "NNEGC "Energoatom", Ukraine's national nuclear energy generating company. He also holds the leadership roles of Executive Secretary and First Vice President of the Ukrainian Nuclear Society.
In his current capacity, Mr. Lavrenov provides critical organizational, protocol, and documentary support for the Chairman and the Board of Directors. His primary responsibilities include delivering high-level analytical support for managerial decision-making, monitoring the implementation of government programs and strategic plans, and overseeing the preparation of comprehensive management and sustainability (ESG) reporting. Additionally, he manages the coordination of the company's governing bodies and organizes balance commission meetings.
Prior to his current executive appointments, Mr. Lavrenov built a comprehensive career within Energoatom, demonstrating expertise in communications, compliance, and corporate governance. From 2018 to 2020, he served as the Director of the Communications Department, where he successfully implemented the company’s information policy and actively engaged with top government authorities, including the Verkhovna Rada and relevant ministries.
Concurrently, he served as the Chairman of the Procurement Commission from 2019 to 2020, overseeing complex budgeting and contract management processes. His earlier leadership roles at Energoatom include Deputy Director of the External Information Communications Center and Head of the PR Department, where he focused on stakeholder engagement, the development of Corporate Social Responsibility (CSR) strategies, and the implementation of corporate ethics and compliance policies. Before joining the nuclear sector, he held foundational roles in corporate finance, M&A, and political consulting.
Mr. Lavrenov’s professional experience is backed by a robust and multi-disciplinary educational foundation. He holds a Master’s Degree in Nuclear Energy from the Igor Sikorsky Kyiv Polytechnic Institute, as well as a Master of Business Administration (MBA) with honors from the International Institute of Business.
Furthermore, he earned a Master’s Degree in Political Science and Public Administration with honors from the Taras Shevchenko National University of Kyiv and has been a PhD candidate in Political Science since 2016.
Complementing his academic degrees, he completed a Procurement Manager certification course at the Kyiv School of Economics and undertook a professional internship at the Verkhovna Rada of Ukraine.

In his current role, Dr. Yamaç leads Türkiye’s strategic efforts in nuclear energy development, overseeing the country’s nuclear power plant projects, managing international partnerships, driving the localization of the nuclear supply chain, and advancing human resource development and competency building.
Before joining TÜNAŞ, Dr. Yamaç held several high-level leadership positions within the Ministry of Energy and Natural Resources of Türkiye. In 2011, he was appointed as the founding Head of the Nuclear Energy Project Implementation Department, and from 2015 to 2018, he served as Deputy Undersecretary responsible for nuclear energy projects. In 2018, he became the first Director General of the General Directorate of Nuclear Energy. He further contributed his regulatory expertise as the Vice Chairman of the Board of the Nuclear Regulatory Authority between 2019 and 2021.
Dr. Yamaç holds a PhD from Hacettepe University, with a doctoral thesis focused on Nuclear Safety Culture. He earned his Master’s degree in Management Science from the University of Exeter. His extensive training includes advanced leadership and nuclear management programs at the International Atomic Energy Agency (IAEA) in Vienna and Argonne National Laboratory in the USA.
He is the author of "Half a Century Journey of Türkiye for Nuclear Power Plant" and is a recognized authority on national nuclear policy.
