With more than 40 years in the nuclear industry, Milt Caplan specializes in advising governments and utilities on how to increase confidence and reduce risk for large energy projects with a focus on managing projects for success.  He is currently providing independent oversight of the Darlington Refurbishment Program, the Darlington New Nuclear Project and the Pickering Refurbishment Project to the Ontario Minister of Energy and Mines and is the technical advisor to the Ontario Independent Electricity System Operator (IESO) on the Bruce refurbishment program.  He has recently completed studies related to developing the skilled nuclear workforce of the future as well as feasibility studies for both SMRs and Large nuclear including work in both Saskatchewan and Alberta. 

Milt is the co-chair of the World Nuclear Association (WNA) Economics, Law and Financing Working Group and lectures on nuclear economics and nuclear plant structuring and financing for the World Nuclear University (WNU).

Tom Greatrex became Chief Executive of the NIA in 2016. Formerly Member of Parliament for Rutherglen and Hamilton West, Tom was shadow energy minister from 2011 – 2015 and served as a member of the Energy Select Committee from 2010 and from 2007-2010 was a policy adviser in the Scotland Office, including on energy.  

In a varied prior career, he was a Director of Corporate Affairs for the NHS in Scotland, a chief officer in local government and a GMB trade union official in England. Outside of work his main interests are family, football (Fulham) and film. He is a member of the FA Council, the governing body of English football, vice-chair of the Football Supporters’ Association and a school governor.

Thomas R. Hardy serves as the Deputy Director and Chief Operating Officer of the U.S. Trade and Development Agency (USTDA), performing the duties and responsibilities of the Agency’s Director. The Trump Administration appointed Mr. Hardy as USTDA’s Acting Director in January 2025, before he transitioned to his current role in November 2025. Mr. Hardy leads the Agency’s global efforts to advance high-quality infrastructure projects that strengthen U.S. national security, create export opportunities for U.S. goods and services, and support U.S. job creation. USTDA is the U.S. government’s first mover on critical infrastructure development abroad, advancing the shared strategic priorities of the United States and its overseas partners by deploying U.S. technological expertise.

He was previously appointed by President Trump to serve as USTDA’s Acting Director from 2017 to 2020, where he helped transform the Agency to meet the demands of a rapidly evolving global environment. Mr. Hardy has also held multiple leadership positions at the Agency including Director of Policy and Program Management, Chief of Staff and Country Manager for the East Asia and sub-Saharan Africa regions.

Carl B. Kress is Regional Director for the Middle East, North Africa, Europe and Eurasia. As Regional Director he and his team develop infrastructure projects of strategic priority in critical minerals, digital infrastructure, energy and transportation that position U.S. companies to partner with local public and private sector project developers. He also co-leads USTDA’s Worldwide Energy Industry Team, which has a particular focus on nuclear power and natural gas infrastructure development around the globe.

Before joining the agency in 2001, Mr. Kress held legal and legislative positions in government and the private sector. His previous experience includes serving as counsel to Commissioner Thelma J. Askey at the U.S. International Trade Commission, as an attorney with an international law firm where he focused on international trade matters, and on the staffs of members of the U.S. Senate and House of Representatives.

Mr. Kress holds a B.A. degree from the University of California, Berkeley and his law degree from the University of California, Los Angeles. He also holds an LL.M. degree in German law from the University of Hamburg, Germany.

Maria Korsnick is president and chief executive officer of the Nuclear Energy Institute, the nuclear industry’s policy organization in Washington, D.C., a role she has held since January 1, 2017. 

 

Drawing on her engineering background, hands-on experience in reactor operations and a deep knowledge of energy policy and regulatory issues, Korsnick aims to increase understanding of nuclear energy’s economic and environmental benefits among policymakers and the public. 

 

As part of her duty to NEI’s members, she serves as a member of the boards of directors of the U.S. Energy Association and the Foundation for Nuclear Studies. She also serves as a trustee of the Nuclear Power Labor Management Cooperation Committee Trust, vice chair of the University of Maryland Department of Mechanical Engineering External Advisory Committee, and a member of the Purdue University School of Nuclear Engineering Advisory Board. 

 

Before joining NEI, she was senior vice president of Northeast Operations for Exelon, responsible for overseeing operation of the Calvert Cliffs 1 and 2, R.E. Ginna, and Nine Mile Point 1 and 2 nuclear power plants.  

 

Before Exelon, Korsnick served as chief nuclear officer (CNO) and acting chief executive officer at Constellation Energy Nuclear Group. She began her career at Constellation in 1986 and held positions of increasing responsibility, including engineer, operator, manager, site vice president, corporate vice president, and CNO. 

 

Korsnick holds a bachelor’s degree in nuclear engineering from the University of Maryland, and has held a Senior Reactor Operator license. She lives in Maryland with her husband, and they are the parents of two adult children.

Professor Giorgio Locatelli is a Full Professor at the School of Management of Politecnico di Milano, where he founded and leads the Complex Projects Business major. His work sits at the intersection of nuclear energy, megaproject management, and complex systems, with a particular focus on nuclear new build, small modular reactors, decommissioning, financing, governance, modularization, risk management, and value creation. With more than 200 scientific publications he also serves as Co-Editor-in-Chief of “Project Management Journal” (the scientific journal of the Project Management Institute- PMI) and has been included in the Stanford-Elsevier top 2% scientists ranking since 2020.  

  

For this training session, Professor Locatelli brings both academic depth and practical perspective regarding megaprojects. His work is especially valued for translating lessons from megaproject governance, delivery, and finance into concrete insights for improving the performance of large, complex nuclear projects. He has collaborated with the International Atomic Energy Agency since 2009, has taught repeatedly on IAEA Courses, and has contributed to policy and advisory work on nuclear financing and deployment for governments, industry, and international organisations. As “scientific deputy director” of the Italian nuclear Joint Research Partnership, Prof. Locatelli is actively working with Italian stakeholders (utilities, industries, public administration) for the restarting of the Italian nuclear programme.
